Some build-up is too hard for water alone to shift. Limescale, hardened fat and set concrete can narrow a pipe until it blocks. Scale builds up over years in hard water areas, and much of the South East has hard water. Kitchens add fat that sets like wax. Building work can wash cement and grout into drains, where it sets hard. Descaling is also a key step before relining, because the liner needs a clean, smooth pipe to bond to.
If jetting has helped but the drain keeps slowing down, or the camera shows a rough, narrowed pipe, descaling is usually the answer. Cast iron soil stacks in older buildings often need it too, as rust and scale build up on the inside.
